In the P&O Steamer which leaves Southampton on the 2 Jan, and it has been informed that he will be entitled to the half-salary of the appointment from that date. It will therefore be necessary for you to give direction that Mr. O'Brien who is temporarily holding the appointment can not take it.
It is understood that the officiating officer should be paid the full salary of that appointment up to the 2 Jan and half-salary from that day until I reach Hong Kong. And still it is desirable that a notice to the above effect should be impressed whenever it is necessary in this Country to instruct the person to fill any vacancy to draw half pay after the embarkation of the officer appointed.
